Lack of surveyors at UK MCA highlighted as a programme of modernisation gets underway

UK FlagThe UK’s Maritime & Coastguard Agency (MCA) is modernising the way the UK Ship Register operates with a number of new initiatives being rolled out as the Agency is also addressing the issue of lack of surveyors on its books.

At the All-Party Parliamentary Group for Maritime and Ports, attendees were informed that the MCA is considering increasing the fee structure for the UK Ship Register to above 2016 levels.

The registry is working to improve the response time for enquiries to one working day, while for complex issues it will take three working days. Increasing ship registry fees would match the higher levels of service being offered, the MCA said. The register also plans to roll out a package fee option in April 2018. Further, a new online ship registry service is expected to be completed by Christmas this year. MCA issues MGN 432: Safety during transferring persons

Men boarding a ship from a tug boatThe UK MCA has issued Marine Guidance Note 432 in order to provide advice for all vessels engaged in transfers of persons at anchor or underway. It gives guidance on taking the necessary precautions, the use of trained persons and carriage of requisite equipment to aid a safe transfer and rapid recovery of a casualty from the water.

Pilots and Pilotage Authorities regularly undertake transfer of persons between vessels at sea, and it is recommended that this guidance should be read in conjunction with SOLAS Ch V, Regulation 23. However this guidance is predominantly aimed at those who are not experienced in such

UK MCA issues Marine Guidance Notes MGN 547 and MGN 552

A bunch of dirtThe UK Maritime & Coastguard Agency (MCA) has issued two new marine guidance notices on MGN 547 and MGN 552 in recent days.

MGN 547: Solid bulk cargoes – safe carriage of bauxite.
The purpose of this Marine Guidance Note is to advise the industry of the circular issued by the International Maritime Organization (IMO) Sub-Committee on Carriage of Cargoes and Containers, CCC.1/Circ.2, on safe carriage of bauxite and raise awareness of the possible dangers of liquefaction associated with carriage of bauxite.

A ship at dockThe UK Maritime and Coastguard Agency (MCA) has issued a Marine Guidance Note providing stakeholders with guidance on the five titles of the Maritime Labour Convention (MLC) 2006 and the regulations applying to UK ships.

The purpose of this Marine Guidance Notice is to explain the UK’s understanding of key terms used in the Maritime Labour Convention, 2006 (MLC).The UK intends to implement it fully and without departing from the intention of those who drafted the Convention.

MCA small commercial vessel code of practice – yellow and blue codes first draft review underway

The British Marine Technical team, working with the RYA, has completed the first drafting of the review of the SCV technical specifications as laid down in MGN 280, the Code of Practice for the construction, machinery, stability, operation, manning and examination of small commercial vessels less than 24m load line length that carry 12 or fewer passengers.

This draft can be found on the British Marine website for those companies or individuals who wish to read through and provide feedback on the proposed text. The cut-off date for comments is 5 October 2015. All comments will be compiled and a Working Group of interested parties will then be asked to take part in a one or two day meetings at Marine House at the end of October, prior to the first draft being submitted to the MCA for discussion.

Sir Alan Massey, Chief Executive of the Maritime and Coastguard Agency (MCA), has outlined the importance of the superyacht industry.

Sir Alan was speaking at the recent Monaco Yacht Show. He was there representing the UK’s Shipping Minister, John Hayes.

The MCA is a world leader in maritime administration and the originator of the Large Commercial Yacht Code, LY3, which covers safety for yachts that are more than 24-metres in length. Ensign, the MCA’s large yacht services division, offers sector-leading advice and guidance in areas including the LY3 code, the Maritime Labour Convention and Seafarers’ Standards.

It is reported that the UK Maritime & Coastguard Agency is undergoing a massive upheaval to help it cope with the demands of the 21st Century.

Between September 2014 and December 2015, the Maritime Rescue Coordination Centres (MRCC’s) at Solent, Portland, and Brixham are due to close. Additionally, the sites at Liverpool, Swansea and Thames will become Coastal Operations Bases, but will no longer have a search and rescue coordination function.

The remaining nine MRCC’s wills be upgraded to Coastguard Operations Centres (CGOC’s) and, together with a desk at the London Port Authority, will be networked through the new National Maritime Operations Centre at Fareham to create a fully resilient national command and control network.
