The Indian Directorate General of Shipping has published a notice installing Closed-Circuit Television (CCTV) systems on Indian-flagged vessels and foreign flag vessels visiting Indian ports.
Merchant Shipping Notice No 02 of 2025 sets out requirements that mandatory for Indian-flagged merchant vessels and foreign-flagged vessels trading in Indian Coasts under Specific Period License (SPL).
It is further recommended foreign-flagged vessels visiting Indian ports should be aware of this notice and may consider implementing the same criteria.
Vessel owners/ISM managers in coordination with the Master will need to conduct a comprehensive assessment to identify and create a design plan for CCTV systems. This will need to take into account vessel specific vulnerabilities and optimal camera placement. This would include an assessment of potential areas crucial to safety and security, including the need to be intrinsically for tankers in hazardous zones.
The notice includes recommendations on the locations, number of, and functions of cameras placed on vessels. It also has recommended specifications of CCTV cameras and equipment, control and monitoring stations, as well as training and maintenance procedures.
